Bill of Writes

Do we need a Bill of rights for the social web? Why not? I believe that it is important to have written and understood rules of rights when it come to written words and personal information. I appreciate Smarr’s effort to draft the initial Bill of Rights, with the hopes of generating conversations, debate, and all around thought.  The major thesis of the Bill of rights being that users of the social web should be responsible for their own informations. I agree and I am sure other social web users would agree too. But I have two concerns: 1) who is this Bill of Rights targeted to (or did I miss that ) and 2) How do you enforce these bill of rights in a faceless world?

The first question regarding who the bill of rights are target towards make me wonder if there is some software out there snooping around websites stealing peoples personal info. Now we all know about hackers, but arent there laws to protect personal information from beiing misused or stolen. What personal information does this  Bill of Rights protect?

Also the biggest question is how will these Bill of Right be enforced. Although Smarr mentions that these rights are not ‘carved in stone’ however,, should they be, who will enforce them. No one regulates the world wide web. How are we to construct these rights and laws if the arena as a whole  is not regulate? I believe Smarr Bill of Rights are a part of a Utopian ideal. Its sound good in theory but is a bit idealistic in practice.
